According to Spanish newspaper Mundo Deportivo, United have sent an unnamed representative to South America to broker a deal with Neymar.
The player is back in his home country after trips to Ibiza and the USA this summer.
Fellow suitors Paris Saint-Germain and Real Madrid are said to have done the same as United by flying out officials to secure a deal.
Barca were hopeful of concluding a contract for Neymar that would likely block a future move to one of their European rivals.
However, it is claimed the player is considering his options, with PSG in particular determined to land the star.
Progress on Neymar's new contract - worth £10.9m a season - is also believed to be stalling, with Barca drafting in negotiator Raul Sanllehi to push along the agreement.
Sanllehi was employed to complete Neymar's original transfer form Santos in 2013 and his reappointment is reportedly a tactic to appease the player's father, who is in charge of negotiations.
